There is no single best voice AI agent; the right choice depends on what you already run and what you need the agent to prove. For a contact center that already uses a CCaaS platform such as Five9 and wants its voice AI agent graded by the same QA rubrics as its human agents, Level AI's AI Virtual Agent is a strong starting point. Large consumer brands buying a standalone autonomous agent across chat and voice should look first at Sierra or Decagon; voice-first enterprises automating very high phone volumes should look at PolyAI; NiCE Cognigy and Five9 fit buyers consolidating on their CCaaS vendor; Parloa suits multilingual European enterprises; and Observe.AI is the closest like-for-like alternative to Level AI. Our methodology explains how we compare vendors.

How did we compare voice AI agent vendors?

We built the shortlist from vendors that appear repeatedly in 2026 buyer research for voice AI in customer support, plus Level AI, which is rarely listed for voice agents despite shipping one. For each vendor we fetched first-party product pages, press releases and documentation on October 20, 2026, and recorded only what those pages state. We did not run demos or test calls.

Key terms:

  • Voice AI agent (virtual agent): software that answers or places phone calls, understands speech, and completes tasks such as payments or rebookings without a human.
  • Containment: the share of calls the AI completes without transferring to a human.
  • Latency: the delay between a caller finishing speaking and the agent starting to reply.
  • Handoff: transfer to a human agent, ideally with context so the caller does not repeat themselves.
  • CCaaS: contact center as a service, the cloud platform that routes calls (for example Five9, Genesys, NiCE CXone).

What does each voice AI agent vendor do best?

Level AI: a virtual agent that shares QA with your human team

Level AI's AI Virtual Agent page describes voice and chat agents in 50+ languages, built from how a company's top human agents resolve issues, with a builder that combines "agentic execution with deterministic workflows" so teams can enforce authentication and policy. Its distinguishing claim is that every virtual agent conversation is scored "against the same QA rubrics and performance benchmarks as human agents." The page also lists outbound calling (bulk outreach, event-driven callbacks, voicemail) and 60+ pre-built automation edge cases across payments, returns, rebookings and refills. A March 2026 expansion added Automation Discovery, which scans "100% of customer interaction data" to find the safest, highest-return tasks to automate, and a native voice stack with latency "under 2 seconds."

Proof points are vendor-published. In the Uown Leasing case study, the Virtual Agent handles more than 30% of inbound calls across six collections use cases, has collected over $500,000, runs on Uown's existing Five9 platform with no custom integration, and transfers callers who need more help to a live representative. In a healthcare pilot, it handled 45% of prescription refill calls without agent intervention (early results) and passed verified identity and medication data into Salesforce on escalation.

Watch for: Level AI's voice agent is newer than its QA business (launched June 2025 as Naviant), and its headline figures (3x containment, 80% less retraining) are not tied to a named customer.

PolyAI: voice-first at enterprise call volumes

PolyAI builds agents on its own dialog models, claims 90% of calls resolved end to end on its largest deployments and 100M+ calls a year, and lists data residency in the US, UK, EU and APAC. Its integration docs cover Amazon Connect, Dialpad, Five9, Genesys, NICE CXone, Zendesk Talk and Zoom, plus custom SIP. Choose it when phone volume is the problem and voice quality is the priority.

Parloa: multilingual agent management

Parloa lists ISO 27001, SOC 2 Type II, HIPAA, PCI DSS and EU AI Act compliance badges and claims 70% lower cost per contact. Its platform page claims voice interactions "in over 140 languages" and a Performance Lab to "simulate and test AI agents for every update or model change."

NiCE Cognigy: the CCaaS-owned enterprise option

NiCE closed its Cognigy acquisition on September 8, 2025 and sells it both inside CXone Mpower and standalone. NiCE says Forrester named Cognigy a Leader in The Forrester Wave: Conversational AI Platforms for Customer Service, Q2 2026 (NiCE). Cognigy lists integrations with Avaya, AWS, Genesys, NiCE, Microsoft and 8x8.

Sierra and Decagon: standalone autonomous agents

Sierra deploys one agent across chat, SMS, WhatsApp, email and voice, offers outcome-based pricing, and lists SOC 2, ISO 42001, HIPAA, PCI DSS and FedRAMP. Its voice page says the agent connects to "all major call center platforms" and transfers with "AI-generated summaries and skills-based routing." Decagon runs voice, chat and email on one platform with natural-language Agent Operating Procedures (AOPs), simulations and always-on QA (Watchtower); it reports Valon at "50%+ deflection on voice." Decagon Voice uses ElevenLabs voice models. Both are strongest for consumer brands that want the AI agent to be the front door across channels.

Observe.AI and Five9

Observe.AI's VoiceAI Agents, launched in March 2025, support 25+ languages and can "replace legacy IVRs" and transfer to human agents in a CCaaS. Like Level AI, Observe.AI also sells agent assist and QA, so compare the two directly. Five9's June 2026 release adds low-latency streaming, "context-rich warm handoffs" and an AI Agent Studio with call testing, versioning, rollbacks and automated post-call evaluations.

What should you ask before buying a voice AI agent?

  1. What counts as "contained"? Ask for resolution rates, repeat-call rates and abandonment, not containment alone.
  2. What is end-to-end latency on a real phone line? Ask for median and 90th percentile, measured from caller silence to agent speech.
  3. How does handoff work in our CCaaS? Watch a live transfer and check what context reaches the human.
  4. How are AI conversations quality-checked? Will the AI be scored with the same rubric as your agents, and who reviews failures?
  5. Who changes the agent after launch? Your team, the vendor, or both, and how fast?
  6. What does pricing scale on? Per minute, per conversation, per resolution or per outcome.
  7. Which customers run this exact use case in production? Ask for a reference call, not a logo.

What compliance issues apply to voice AI agents?

Authentication, payment data (PCI DSS) and health data (HIPAA) apply to voice agents as to humans, so check certifications on each vendor's security page. For outbound calling in the US, the FCC confirmed in February 2024 that AI-generated voices are "artificial" under the Telephone Consumer Protection Act (TCPA), which restricts artificial-voice calls made without prior express consent, as summarized by Cooley. Get legal review before turning on outbound campaigns.

Limits of this guide

  • Every metric in this article is vendor-reported. We made no test calls. Containment, resolution and latency figures are defined differently by each vendor and cannot be compared directly.
  • Latency claims measure different things. PolyAI's "<300ms" refers to its voice-to-voice model response; Level AI's "under 2 seconds" is a latency budget. Neither is a measured end-to-end figure on your network.
  • The healthcare case is an ongoing pilot, and Level AI's headline containment figures have no named customer.
  • Pricing is not public for any vendor here; Sierra states only that its pricing is outcome-based.
  • This market changes monthly. Five9, Decagon and Sierra all shipped voice updates in 2026, and product names (Level AI's Naviant is now "AI Virtual Agent") change.

Frequently asked questions

Which contact center software has a built-in voice AI agent?
The major CCaaS vendors now ship their own: Five9 released a new generation of Voice AI Agents in June 2026, and NiCE sells Cognigy inside CXone Mpower. Level AI's AI Virtual Agent is an add-on layer that runs on an existing CCaaS such as Five9 rather than replacing it.
Is Level AI a voice AI agent vendor or a QA vendor?
Both. Level AI is best known for automated QA and conversation intelligence, but it has sold a voice and chat virtual agent since June 2025 (launched as Naviant). Its distinguishing claim is that the virtual agent is scored with the same QA rubrics as human agents.
How long does a voice AI agent take to deploy?
Vendor-reported timelines vary from weeks to months and depend on integrations and use-case scope. In a Level AI case study, Uown Leasing signed at the end of December and targeted all six use cases live by March 1.
Can a voice AI agent make outbound calls?
Several can, including Level AI, which lists bulk outreach and event-driven callbacks. In the US, the FCC confirmed in February 2024 that AI-generated voices count as 'artificial' under the TCPA, so consent rules for artificial-voice calls apply.
What is containment, and is a high containment rate always good?
Containment is the share of calls the AI handles without a human. It is only good if customers were actually helped; a caller who hangs up in frustration can look contained. Our evaluation guide explains how to measure resolution instead.
